To use the templates once bought, you need to unzip the downloaded file; inside the file should have 7 PSD files of each tribe.
You can only use drawing programs that support PSD files to use the templates.

In the PSD, the scales and outlines are in separate named layers that are locked. So to color all you need to be on the layer and color over. Being a locked layer it won't color anything but whatever is on that layer.
